Martial law has been raised, but “dangerous thought” is to be controlled more strictly. The Minister of the Interior (Mr Ushio) announced a policy of strengthening control throughout the country. Provincial governors were reminded of the necessity for controlling seditious literature and keeping a cose watch on public discussions. Simultaneously with the raising of martial law the Labour Party pledges itself to a policy of conquering Parliamentary power and nationalising industry.
