BEYOND. MOROCCAN BORDERS. NEW CABINET FORMED. TAKING STRONG ACTION. (United Press Association —By Electric Telegraph—Copyright.) Received July 20, 9.15 a.m. MADRID, July 19. The Quirogas Cabinet has resigned. A new Government has been formed, headed by Senor Martinez Barcio, a former linotype operator and the Speaker of the Cortes, who founded the Republic Union Party. It is now officially admitted that the rebel movement is not confined to Morocco. Socialists are excluded from the Barrio Cabinet which, with five exceptions, is the same as the previous one.

While the rebel movement in Morocco and the Canaries persists, movement inside Spain appears to be weakening. Tlie Government retain control of the communications, except the Seville wireless station. The Government have ordered the arrest of several generals, including General Franco, the Governor of the Canary Islands. The President, Don Azana, has signed a decree disbanding all the army units participating in the revolt. The Leftists, with the Government’s permission, broadcast a statement assuring the Government of their sujiport. A broadcast admits a military rising at Barcelona. It says that soldiers took possession of the streets after declaring martial law.

Storm Guards and Civil Guards repulsed the attack, which at times was “cruel.” The air force remained loyal and assisted the loyal elements against the rebels.
