STEPS FOR IDIPROYEDIENT. DIIS.SION’S RECODf DIEND ATIONS. APTA. July 15. The principal recommendations which will he made to the Prime Ministcr by the goodwill mission to Samoa oil its return to New Zealand were disclosed by Hon. F. Lanstoiic to-day at an important meeting with representatives of all sections'of the Samoan P *Langstone said .that the delegation proposed to recommend the Prime Dfinister as follows: (1 1 To increase the, number of Samoan representatives in the Legislative Council from two to four. (2) to increase the number of native advisers to the Government irom two to three. . (2) To pay members of the legislative Council, other than official members, an honorarium of £SO a year. (4) To pay native advisers an honorarium of £IOO a year. (o) To arrange for the setting up of a finance committee consisting of three representatives of the Samoan race and one of the European community to confer with the Adniinisti ation Treasurer and Secretary of Native Affairs on matters of taxation and revenue. . , (6) To publish in the* Samoan language full information concerning the public accounts. (71 To permit the Legislative Council to discuss the Estimates before their submission to the Government for approval and to make recommendations on any item. (8) To extend the system of education in Government schools by providing for free tuition to a higher standard of attainment and the establishment. of secondary schools. (9) To increase the number of doctors and nurses in order to bring medical and hospital treatment within the reach of every Samoan. (10) To secure the services of a qualified dentist and to provide free dental treatment for school children. - (11) To arrange for a census or the peonlc to he taken this yeai. The recommendations were submitted to the meeting ns a basis of agreement between the whole of the Samoan people and the Administration. Faumauinn, the president of the Dlau, said they welcomed the opportunity of discussing their problems with the delegation, but would appreciate a little time to consider the proposals of the Minister. Dir Langstone said the request was quite, reasonable and it was decided to adjourn till to-morrow.
