CONDITIONS IMPROVING

MELBOURNE. July 5,

Weather Bureau officials dechve that Victoria is emerging from one of the longest periods of incessant rain, which has interrupted most of the sporting fixtures, telephone and telegraphic communications and aerial services. It has done enormous damage to roads and bridges. The low-lying areas in Kensington and Footscrny and along the River Ynrra are completely submerged, and the flood waters are invading homes and gardens.
