LICENSING OFFICIALS. REAIIT. AFFECTING STARTERS. Under English lacing law, the clerk of the course, clerk of the scales, starter, judge and handieapper. as a qualification for office, require a license to be granted annually by tho stewards of tho Jockey Club. Racecourse gate-keepers and checktakers also require an annual license if employed at more than one meeting. The handieapper must attend the mooting to which ho is appointed either personally or by licensed deputy. Tho remit being brought up before the Racing Conference by the Wellington district clubs asking that tho selection of starters be the duty of district committees is a step toward the adoption of what obtains in England, where the appointments do not rest with the various clubs. WANGANUI RACES. ; SINGLE POOL BETTING. The single-pool toialisator will be opened at the Wanganui Jockey Club’s winter meeting, with dividends in the proportion of 75 and 25 per cent, on first and second homes respectively where the number of starters is five or more.
