Mr Stuart Fuller, of the American State Department’s Far Eastern division, addressing the League’s Opium Advisory Committee, blamed conditions in the East largely lor Japan’s failure to take real steps to stamp out the evil. Japan’s tolerance of the opium traffic was an untriendly act towards the United States, Canada, China, and Mexico. “As Japanese niiiuenco advances in the Far East, the cling traffic goes with it. Japan and its possessions are a haven of reluge lor callous. Japanese and Koreans wno are successfully .and blithely poisoning their lellow men for gain,” the American declared.
