IMPROVED FOREIGN RELATIONS. Received March 18, 2 p.m. TOKIO, March 17. Mr Iv. Hirota (Premier of Japan) announces his policy as including The clarification of national plans for the improvement of the educational system in order to forge a national spirit. The improvement of foreign relations in order to maintain peace in the Far East and to strengthen the ties with Manchukuo. The development of a strong national defence. Reorganisation of taxation. The expansion of industry and foreign trade.
