LEADING GENERAL’S COMMENT. Received January. 17, 1.45 p.m. LONDON, Jan: 16. The Tokio correspondent of the Times says that the only unexpected note in to-day’s, Ministerial statements was the comment by General Ivawashinia, a member of the Supreme War Council, that! the expiry of the restrictions on Pacific fortifications would increase the army’s responsibility for national defence.
