ADDIS ABABA, Sept. 30
The Emperor Haile Selassie has signed the mobilisation order, but is delaying the proclamation for a short period out of respect to the League of Nations.
In Rome, officials declare that the mobilisation order demonstrates the Emperor’s inability to control the feudal armies, and consider it is now impossible to prevent serious clashes. They suggest that the Italian forces may be compelled to advance to strategic frontier positions.
