Japan has sent seven destroyers to Swatow (China) to protect Japanese who are refusing to pay taxes on the ground that their imposition was arbitrary. The Japanese also demand the authorities to refrain from illegalities against Japanese, including imprisonment or distraining of possessions owing to non-payment of taxes.
