ITALY REJECTS PLAN

LEAGUE CONCILIATION SCHEME

FRESH PROPOSALS INVITED

GENEVA CIRCLES APPALLED

(United Press Association.—By Electric Telegraph.—Copyright.)

HOME, Sept. 21

Italy has rejected the Committee of Five’s proposals

A communique states that the Council of Ministers met under the presidency of the Duce, who made a full report, lasting an hour, on the political and military situation as it lias developed in the last few' days. He then read and commented on Senor De Madriaga’s report, as chairman of the Committee of Five, to Baron Aloisi, the leader of the Italian delegation at Geneva.

The Council of Ministers carefully examined the Committee of Five’s proposals and, while appreciating the committee’s efforts, considered the proposals unacceptable, as they do not offer a sufficient minimum basis for a conclusive realisation which would finally and effectively take account of the A'ital rights and interests of Italy.

Th,e Council of Ministers will reassemble on September 24 in order to follow developments in the political situation.

“There is no rupture. Italy has had her say and it is now for the Powers of the League to make fresh proposals more in accordance with Italy’s aspirations. It can be done.” This is the authoritative view of the situation at Home.

The Pope conferred with Monsignor Maglione (Papal Nuncio at Paris), who is understood to have urged' the fullest support for M. Laval’s efforts at conciliation.

A Geneva message states that League circles are appalled at Italy’s decision. While they had hitherto not been optimistic, they had expected Signor Mussolini at least to suggest a basis for discussion.
