POLICY OF REFORM

THE OPIUM PROBLEM. PROGRESS ESTABLISHED. IN STRAITS SETTLEMENTS. (United Press Association —By Electric Telegraph.—Copyright.) (British Official AVireless.) RUGBY, Sept. 22. In the Fifth Commission of the League Assembly, during the discussion on the opium problem, the British delegate (Miss liorsburg) described the constructive policy of reform adopted in the Straits Settlements and Malaya. Realising that the drug evil could not be solved by measures of control alone, efforts have been made to change the social habits of the people, and outdoor games and cheap entertainments have been encouraged, while wide development of medical services has led to improving the standard of health and offered opportunities for relief from pain without recourse to habit-forming drugs.
