AIENACE OE BLACK RACES

Received September 13, 9.5 a.m. GENEVA, Sept. 12.^ At the League Assembly, Mr Te Water (South Africa) srid a new paitition of Africa by European Powers was greatly to be feared. Suclr a partition outside the League’s covering blanket was fraught with danger ancl the menace of the black races going to war, with a consequent reversion to barbarism. He referred to the long memory of the black man, and said: “Africa never forgets and never forgives an injury or an injustice.’ The South African Government and all its peoples, black and white, viewed with deep concern the relentless march of the disease of war. Mr Te Water paid a warm tribute to the renaissance Signor Mussolini had achieved in Italy and asked him to pause at the eleventh hour. The session was adjourned until tomorrow. A DEEP IMPRESSION.
