In a surprise reference to the Constitution following Mr Herbert Hoover’s recent demands that the President state his ideas about it, 1 resident Roosevelt, in a radio address to the Bov Scouts of America, said:— The success of the Constitution is dependent on the attitude of mind and the degree to which a spirit of unselfish co-operation can be developed in individuals. Scouting is essentially and clearly a programme for the development of that unselfish and co-opera-tive attitude of mind. The President regretted the cancellation of the. international Scout jamboree at Washington owing to an infantile paralysis epidemic.
