EXCHANGE OF MISSIONS.
FRANCE AND RUSSIA. Received August 22, 12.0 noon MOSCOW, Aug. 21. I.t lias been arranged that the big scale manoeuvres of the Red Army in the Ukraine will be attended for the first time by a French military mission. This is a direct sequel to the Franco-Soviet Pact for mutual assistance. A Soviet mission will attend the French autunni manoeuvres.
