The Times’s correspondent says that, with a War Office announcement of promotions and transfers affecting 4700 officers of whom 269, including Generals Hishikari and Matsui, are placed on the waiting list, it is generally believed that General Hayashi will substantially overcome the political ferment in the army. It is anticipated that the excommunication of Professor Minobe’s constitutional theories, which is expected shortly, will consolidate progress towards peace.

The Times’s Tokio correspondent stated that General Masaki, InspectorGeneral of Military Education, had been relieved of Ins post, one of the throe most important in the army and conferring the right to direct access to the Emperor. General Hayashi, with the support of the army as a whole,, was removing from the key positions officers desiring to play a political role and whose tendency towards independent action had been noticeable since tho Manchurian affair. Realising General Masala's opposition to changes, General Hayashi twice asked him to resign, after which he dismissed him.
