SAMOAN ECONOMY.
NO HIGH COURT JUDGE. (Bv Telegraph—Special to Standard.) At ELLINGTON, June 26. An administrative economy is operating in Samoa in connection with the position of the Judge of the High Court. Judge Luxford, who held this office, returned to New Zealand last December, and the vacancy has not been filled, the Department of External Affairs having arranged with the New Zealand Justice Department to provide a Stipendiary Magistrate when required to hold sittings in Samoa, minor cases being dealt with as they arise, by the resident Commissioner of the High Court. Judge Luxford, who has made one visit to Samoa under the new arrangement, usually carries out the duties ' of Stipendiary Magistrate in New Zealand. and the mandated territory is so free from serious crime that there is generally a long interval between the visits of New Zealand ad- " ministrators of justice.
