RUSSIA AND JAPAN. COMMONSENSE VICTORY. (Times Cables.) . LONDON, March 13. The Times describes the initialling of the agreement for the sale of the Chinese Eastern Railway by Russia to Manchukuo as a victory for commonsense over mutual fear and suspicion. It has not removed the underlying causes of Russo-Japanese tension, but it has eased the tension by removing one of the sources of friction. Moreover, it has demonstrated that neither side really wants war and that, however critical the relations between the two countries may seem at times, there are lev-el-headed statesmen still sufficiently in control to be able to avert conflict. The settlement, placing the railway under the unquestioned control of a single power, is a definite contribution to peace.
