RULERS SEEK CHANGES. SUBMISSION TO VICEROY. ATTENTION TO SUGGESTIONS. (United Press Asosciation.—By Electric Telegraph.—Copyright.) Received March 11, 10.50 a.m. CALCUTTA, March 10. The Mnharajas of Patiala and Bikaner, and the Nawab of Bhopal have submitted to the Viceroy a personal long memorandum on the Federation proposals in the new Constitution plan, in which they emphasise the necessity of making changes in the India Bill as suggested by the recent Bombay meeting of Princes and Stato Ministers.
