COMMISSIONER HANDS OVER. Received March 1, 1,10 p.m. SAARBRUCKEN, Feb. 28. Sir Geoffrey Knox formally handed over the Saar to Baron Aloisi, who to-morrow completes the transfer to Germany. Sir Geoffrey Knox leaves for Paris to-night. HITLER GRANTS AMNESTY. Received March. 1, 1.10 p.m. BERLIN, Feb. 28. Herr Hitler has granted an amnesty to all Saa.r inhabitants who were sentenced to a year or less, for whatever offence. A. Metz message says the final day of the old regime in the _ Saar was marked by an increasing tide of refugees to France.
