OBITUARY.

M. PHILLIPPE BERTHELOT. PARIS, Nov.. 22. _ The death has occurred of M. Pliillippe Berthelot. M. Berthelot was born in 1866, and educated at Paris University. He became a Minister in the Diplomatic Service in 1899, and held many important positions. He was twice General-Sec-retary to the Minister of Foreign Affairs, and held ambassadorial positions. He was a member of the French delegations to Washington (1921). The Hague (1929), and London (1931) conferences.
