THE ARMS CONFERENCE. MR HENDERSON’S DECLARATION. BUREAU’S SUCCESSFUL SESSION. (United Press Association. —By Electric Telegraph.—Copyright. ) Received November 21, 9.55 a.m. GENEVA, Nov. 20. The Disarmament Bureau has agreed to Mr Arthur - Henderson’s programme to resume committee work on the regulation of the manufacture and trade in arms, budgetary publicity, and the establishment of a permanent disarmament commission in order to formulate separate protocols without waiting for the completion of the entire convention. Mr Henderson said it was one of the most successful meetings yet held. The Conference was not going to be allowed to die. The Austrian delegate, Herr Pfluegel, declared that Austria could not subscribe to any conventions unless she obtained full equality of rights. The entire Assembly stood while .Dr Benes paid a tribute to the late King Alexander and •M. Barthou, to which M. Yevtiteh and M. Laval replied with restraint.
