“NOT FOR FORTIFICATIONS.” “Japanese expenditure in the mandated islands of the Pacific is not for fortifications,” said the Secretary of the Japanese Embassy in London on November 7.
The report which was being presented to the Mandates Commission is not a denial of the .allegations, he said, but merely show’s that the large sums spent on harbour works are justified commercially. The construction of a channel at Makal Harbour (Pellew Islands) permits the easier and speedier passage of steam launches, while 3000-ton vessels will he able to enter Tanapak (Saipan) at all times, notwithstanding tidal conditions.
The report comments on the alarming decrease in native population and the increase of Japanese, and says that the natives are indolent, but every effort is being made to induce them to lead regular, industrious lives.
