Bruce and appear to be satisfied with the progress of tho negotiations and the courtesy of the Downing Street reception. Contrary to the impression previously held, the petition to His Majesty will not be personally presented blit, in accordance with constitutional procedure, will bo delivered through the Dominions Office. It is expected the petitions to tho Lords and the Commons will be submitted early in December.
