MR, CHURCHILL’S WARNING. (United Press Association —By Electric Telegraph—Copy right.) Received November 2, 1.45 p.m. LONDON, Nov. 1. “Germany is arming secretly, illegally, and rapidly,” said Mr Winston Churchill, when addressing his constituents. Criticising the Government’s air policy, he said a reign of terror exists in 'Germany in order to keep secret the feverish and terrible preparations. Mr Baldwin had used a most formidable expression, startling Europe, when he said our frontiers were the Rhine. “Can we be sure that the men now controlling Germany will not reply, ‘our targets are the Thames’?” he added.
