UNEMPLOYMENT TAX.

AMERICAN INSURANCE SCHEME. WASHINGTON, Oct. 29. The President’s Economic Security Committee is drafting for presentation to the next Congress an unemployment insurance plan which would be financed by direct taxation on industrial payrolls. The amount of the tax is still undetermined, but it is believed that it will be 1 per cent., sufficient to raise 200,000,000 dollars. It was recalled that the Secretary for Labour (Miss Frances Perkins) recommended a 5 per cent, tax to the last Congress. It is believed that several phases of the British system may be incorporated in the scheme.
