Received October 29, 8.5 a.m

Cot), demanding an international fleet of 1000 aeroplanes, advocating control by the League of Nations of arms manufacture, disarmament, and international police. Doumergue and disrupt the party truce, but to oppose M. Doumergue’s plan.
