FRENCH POLITICS.

FIERY SPEECHES DELIVERED. NANTES, Oct. 26. The Radical Socialist Congress passed two resolutions condemning M. Doumergue’s proposal that the Prime Minister shall have the right to dissolve Parliament without the consent of the Senate. There were fiery speeches in the Congress Hall denouncing M. Doumergue’s proposals, while moderates sought to mediate, as they fear that a break-up of the Doumergue Government would mean the eclipse of the Radical Socialists, followed by political chaos.
