FORSAKEN IN ESTHONIA. Received January. 25, 12.10 p.m. ' REVAL, Jan. 24. A salute of 21 guns at midnight hailed the death of the Parliamentary system of government in obedience to the October " plebiscite, and the inauguration of a dictatorship under Esthonia’s grand old man, M._ Paets, who yesterday was made Premier. He now has power to dissolve Parliameht and issue, and veto laws.

The number of parliamentarians has already been reduced by half to fifty.
