STREET COLLECTIONS.

APPLICATIONS TO COUNCIL. SUGGESTIONS TO DEFER. Application was made by the District Nursing Committee to the Palmerston North City Council, last evening, for permission to take up a street collection on December 2. The Mayor (Mr A. E. Mansford) commented that there were several resolutions before the council not long ago to stop all such canvassing. Cr. W. B. Cameron said that every application had to be treated on its merits and the object was surely one worthy of support. Cr. G. Tremaine said it would be fairer to the business people, after the recent carnivhl effort, lasting several weeks, if the appeal could be deferred until after Christmas. The Boy Scouts had been allocated a day in the near future, and he understood that another organisation had an effort pending. If the canvass were postponed until after Christmas the result would be more satisfactory from all points of view. Cr. R. L. C. Aitchison stated that all arrangements had been made for the District Nursing Committee’s appeal-, which was for a worthy purpose, but he personally was opposed to such appeals and considered it' about time the council took action to stop much of this canvassing in the coming year. Cr. H. B. Free said that if the appeal was delayed until after Christmas the results would not be so satisfactory and under the circumstances he could not oppose the request. The Mayor: Another difficulty, I hear, is the possibility of another organised effort taking place in February or March.

A motion granting tho request was carried by six votes to three. The Palmerston North City Silver Band wrote applying for a permit to open a shop in Rangitikei Street for the purpose of selling various goods and articles, including meat. The Mayor pointed out that the request could not be granted insofar as meat was concerned. It was decided to receive the letter and ask the writers to defer the other proposals until after Christmas.

Cr. W. H. Brown inquired if it was proposed to require the applicants to take out an itinerant trader’s license. The Mayor stated that the by-laws laid down certain definitions.

The town clerk (Mr J. R. Hardie) expressed a doubt as to whether the organisation could be classed as itinerant traders, and it was generally agreed that the description was not applicable in such a case.
