PROVINCES SEEK INDEPENDENCE
SHANGHAI, Nov. 20. Though frantic efforts at Nanking may avert the threatened separatist independence movement in Fukien, the situation is still fraught with danger. Martial law has been proclaimed at Foochow. " V j-
General Chen Ming-shu is scheduled to assume office as commander-in-chief of Fukien, Kiangsi, Kunnan and Kwungsi provinces to-day, and will officially issue a declaration of independence. This is expected to provoke developments.
