GENERAL SMUTS’S APPEAL. Received November 2, 12.35 p.m. CAPETOWN, Nov. I. General Smuts, as Minister of Justice, appeals to South Africans to discourage anti-Jewish movements, which are most sinister and dangerous. Otherwise the participants may unexpectedly find themselves in trouble.
