HOPES FOR RELEASE. LONDON, Nov. 1. Dr. Ranter, brother of Mr Noel Pantor, the arrested journalist, was permitted to see his brother at Munich. Ho said afterward that Noel was as cheerful as can bo expected of a man confined in a cell 13ft. by 7ft. His brother said: “When they have gone through my papers they will be obliged to admit that my arrest was a mistake. 5 ’ Dr. Ranter is confident that his brother will bo released next week and that he will not l>o tried.
