RECOVERY PLAN

ADMINISTRATION IN AMERICA. LABOUR CRITICISM ANTICIPATED. (United Press Association—By Electric Telegraph—Copyright.) Received September 28, 12.40 p.m. WASHINGTON, Sept. 2J. It is indicated that the American Federation of Labour Convention next week may demand that the National Recovery Administration create further safeguards for organised Labour, and that the first specific group criticism of the N.R.A. may be issued. This is expected to include the charge that it has not returned sufficient men to work and lias resulted in a break-down of wage differentials between skilled, semi-skilled, and unskilled workers, and has also resulted in organising the employers, while leaving Labour to shift for itself. _ Whether the American Federation of Labour’s action will start a general criticism from all opposed, to the N.R.A. programme is conjectural. However, many business men who believe that the recovery programme has failed to pursue the wisest policies may become articulate once the ice is broken.
