UNREST IN CUBA.
UNITED STATES POLICY. WASHINGTON, Sept. 25. The State Department has liberalised its instructions to the naval command in Cuban waters, and has granted permission to land armed forces if considered necessary to protect American citizens or the nationals of other countries.
