INTELLECT DECAY.

IMPERILLING THE WORLD. “The world’s future is imperilled by the decay of the average human intelligence, due to brains dying out,” declared Dr. J. J. Hurst, at the British Association Conference. The rapid decrease of the birth rate among intelligent families in America and England, he said, had advanced to " European countries. The lowering of the population’s intelligence index, which should be increasing, was so rapid as to endanger the safety of civilisation. Statesmen’s most important problem was the maintenance of a minimum intelligence index among the general population. State action on biological lines was necessary, possibly through a scheme of family allowances to intelligent parents of all classes, thus encouraging the production of highgrade offspring.
