STRENGTHENING OF RELATIONS, FRENCH MINISTER WELCOMED. SOVIET’S “PEACE POLICY” SUCCESS. (United Press Association—By Electric Telegraph.—Copyright.) Received September 16, 11.35 a.m. MOSCOW, Sept. 15. M. Litvinoff and high aviation officials enthusiastically welcomed M. Pierre Cot, the French Air Minister. Bands were present, playing the Internationale and the Marseillaise. The newspaper Red Star, the organ of the War Commissariat, hails the visit as another link in strengthening the Franco-German relations, and “another proof of the success of our peace policy, which is creating a peaceful atmosphere throughout the world.” A London message states that the Manchester Guardian’s Moscow correspondent says that the welcome accorded M. Pierre Cot, at Kiev is striking proof of the growing FrancoRussian cordiality. The scene will be duplicated at Kharkov and Moscow. INI. Cot’s visit, closely following that of M. Ilerriot indicates a new FrancoSoviet friendship which is bound to affect the European balance of power. France evidently perceives that the Soviet’s friendship will be a guarantee against a formidable resurgence from Germany.
