THE PHILIPPINES.
WASHINGTON, Dec. 17. Without recording a vote, the Senate to-day passed the Hawes-Cutting Bill granting independence to the Philippines in twelve years. The measure will now go to a conference with the House, which last session overwhelmingly approved a measure freeing the Pacific possessions in eight years.
