AVASHINGTON, Dec. 15. President Hoover has appointed Colonel Nathan AVilliam AlacChesney, of Illinois, to be the United States Minister to Canada, succeeding Air Hanford MacNider, who has resigned. Colonel AlacChesney, who is 54 years of age, was formerly a Chicago Judge.
