WAR DEBTS
ATTITUDE OF UNITED STATES. REDUCTION UNLIKELY. (United Press Association—By Electric Telegraph.—Copyright.) WASHINGTON, Sept. 28. The chairman of the power!ul kenate Finance Committee, Mr Reed Smoot in a statement regarding the financial problems facing the short session of Congress which will start m December, said lie was confident tua no reduction or cancellation of war debts would bo allowed in this or the next Congress, which will last unti “Congress will not be influenced, he said “bv recommendations that may bo made by the committee recently formed to study inter-governmental debts. I think that American citizens should review the reductions already made in these debts and not attempt to influence Congress to scale them down or wipo them out altogether. Although tho German-American debt agreement requires ninety days nortc for postponement, the Treasury D - partment to-day announced that tne debt instalment due on September oU of 7,800,000 dollars will be postponed. Of this 4.800,000 dollars, representing mixed claims, is payable for two years Rt 5 per cent, interest, and the remainder representing costs of the American army of occupation, is payable for two and a half years at 3 5-8 per cent. '
