CRITICAL RECEPTION. LONDON, Aug. 17. The Indian settlement scheme has been received critically. The Dailv Telegraph says: “It is difficult to imagine the caste majority accenting tho proposed voting principle or the special representation of women. The outlook is especially dark in the Punjab, where neither Moslem, Hindu, nor Sikh have been offered the share of seats demanded.”
