What appears to have been a na-tion-wide plot to undermine the banks was revealed by Federal agents who raided the room in an hotel of George Rowland, an alleged Communist, of Pontiac, Michigan, and found a number of documents detailing a “whispering campaign” against the banks throughout tlio Middle West. It is understood that the technique of tlio so-called Communists consisted of clandestinely telephoning to heavy depositors, declaring that various banks were unsafe and were expected to close.

It is believed that such tactics were responsible for the heavy withdrawals in June from a number of Chicago banks, many of which failed.
