TROUBLE IN CHILE. (United Press Association —By Electric Telegraph.—Copyright.) Received April 9, 1 p.m. SANTIAGO (Chile), April 8. The President, Senor Juan Esteban Montero, backed by the Congress, declared a state of siege throughout Chile on Friday and struck swiftly at his political opponents, whom he charged with the responsibility for the stirring day, which' began with a run on the National Bank and ended with a new Cabinet.

Although not mentioned by name, the manifesto indicated that it was directed at the followers of the former President, Senor Carlos Ibanez, whoso regime was overthrown last year, and who is now in exile.
