FRENCH SURTAX WITHDRAWN. < (British Official Wireless.) Received February 25, 8.6 a.m. RUGBir, Feb. 24. The President of tips Board of. Trade, Mr Walter Runciman, informed the British House of Commons on Tuesday that a decree was issued in Paris that morning whereby tho 15 per cent, surtax on British coal would be withdrawn as from to-day. , .
