CRISIS PASSED. SUNDAY PAPERS OPTIMISTIC. (United' Press Association.—By Electric Telegraph.—Copyright.) Received February 22. 9.40 a.m. , LONDON, Feb. 21. The Sunday newspapers optimistically comment that the reduction of the bank rate is an indication that the crisis has passed. , The. Observer advocates a further reduction of one per cent, in order to encourage industrial enterprise. The Sunday Times says: “The bank rate will have to fall further before a big conversion of the war loan is possible. If the income tax is lowered the prospects for a successful conversion will be’greatly, improved.”
