THE PHILIPPINES.
Received February. 22, 8.5 a.m. WASHINGTON, Feb. 20. The Territories Committee of the Senate has agreed to the principle of independence and a plebiscite for the Philippines 15 years after tho new Constitution for the islands is adopted. It is estimated that independence would now be possible within 19 years.
