NEWFOUNDLAND FINANCE. . MANIPULATION OF PUBLIC FUNDS.. INQUIRY TO BE INSTITUTED. (United Press Association—By Electric Telegraph.—Copyright.) , Received February 18, 9.5 a.m. ST. JOHN’S (Newfoundland), Feb. 17.

A consultation between the Premier; Sir Richard A. Squires, and the Governor, Sir John .Middleton, will determine the form of the inquiry to be instituted as a result of charges elaborated in the House of Assembly to-day by Hon. P. J. Cashin, former Minister of Finance and Customs, who ’has severed his connection with the Government. ’ ? ; ;

Mr Cashin declared that he _ was taking this action because the minutes of the Legislative Council had been falsified to facilitate the manipulation of the public funds. Such moneys, said Mr Cashin, had been misappropriated. Mr Cashin named Sir Richard Squires, Hon. A. Campbell l and Mr Walter Skanes (Liberal) in his charges.
