ROYAL COMMISSION’S RECOMMENDATIONS. Received July 25, 8.30 a.m. LONDON, July 24. That more attention should be paid to merit and less to seniority in the matter of promotion is one of the recommendations of the Royal Commission on the Civil Service. Tho commission aliso recommends that, as far as possible, alt posts should be open to women.
