While not prepared to give the House an “open eliecpie,” the Prime Minister intends to allow the Unemployment Bill, introduced to-day. to be dealt with hy Parliament on nonparty lines. Questioned persistently on the subject by Mr H. E. Holland, Leader of the Labour Party, Mr Forbes said that he had assurances from members on all sides of the House that they were willing to assist tire Government in dealing with the unemployment problem. Mr Holland: Will the Prime Minister make it a non-party matter? “I don’t intend to make it a party measure,” replied Mr Forbes. “At the same time I recognise that the question of unemployment is too serious to let it go bv without making financial provision for it.”

Air Holland: AVill the Prime Alinister leave the matter in the hands of the House and accept what the House decides ?

The Prime Alinister: That is giving an “open cheque.” AVliile I have every confidence in the House and tho judgment and commonsense of its members, I don’t like leaving an “open cheque.”
