RUMOUR OF BRITISH PLEA. WASHINGTON, April 10. Following the receipt of dispatches stating that the London stock market had experienced considerable buoyancy, due to a report that Mr Montagu Norman, Governor of tho Bank of England, had made a strong plea to President Hoover, and Mr Andrew W. Mellon, Secretary of the Treasury, seeking a change in the attitude toward debts and reparations, inquiries were made here which indicated that the rumour was without foundation. Authoritative cricles fiatly declare that Mr Norman has made no plea relative to the debt situation.
